This is just some info concerning the possible ban on dogs in Norway.
Friday the 28th march the minister of justis, Odd Einar Dørum, presented
the proposed new dog law. This is a completely new law, collecting all
paragraphs concerning dogs in other laws into one law.
In law of Dangerous dogs the breeds Tosa Inu and Pitbull were already
banned. In the new law there is two more breeds banned; American
Staffordshire Terrier and Staffordshire bull terrier. No dogs are to be
killed, they can live their life out with their owners. Under doubt (this
is how they state this) the department of Justice has decided not to ban
the Bull terrier.
The reason to ban these two breeds is; In 3 areas of Oslo, the largest
population concentration in the city, pitbulls has become a problem. They
spread fear. They are popular with criminals, also young men in gangs.
There is also said to be organized dog fights. The police cannot divide the
breeds pitbull, amstaff and mixes of these, so to protect the population
they decided to ban the Amstaff. The reason for banning Staffbull is that
they expect this breed to become popular in the same environment as the
pitbull/Amstaffs disappear.
The reason for not to include the bull terrier in the ban is partly because
the departement of Agriculture has argued against it. They have stated that
the bull terrier does not have the fighting dog ability. And that they
cannot become popular in dog fight environment. In the documents following
the proposed law, there is bunches of documentation delivered by the
Norwegian Bull terrier Club, also a seven pages letter from the clubs
chairman packed with documentation. There is also more than 70 letters with
photos from common bull terrier owners in Norway, presenting their families
and life with a bull terrier. The Bull terrier club has also had a meeting
with the law advisor. The club has been working intensly with this question
since september 2002. Unfortunately the Amstaff and Staffordshire people
has not seen the importance of working hard towards the departement until
just recently.
The proposed law will be voted over sometime during this spring/early
summer. At the latest the end of june. The Amstaff, Staffbull and Bull
terrier people has all assigned their own information advisor that will
lobby the politicians. One advisor for each breed. The Kennel Klub is also
working towards the politicians. One of the larger political parties,
Fremskrittspartiet (liberal - right wing), has announced that they will not
vote for any ban of any breed.
There is still a lot of work to do.
